Not sure how authentic the first pic is. But it gets across the message.

Answer:
The first pic shows the Laffer curve (named after Arthur Laffer). The second pic is of Al Lowe, who created the computer game series Leisure Suit Larry (shown below). The name of the lead character in the game is Larry Laffer and is inspired by Arthur Laffer.
